When to use Image to PDF
The usual reason is that something only accepts PDFs - a form, a portal, an email to an office that will not take a photo. Also the simplest way to bundle several photos of a multi-page document into one file in the right order. If you are scanning with a phone, crop each photo first: the PDF preserves whatever framing the image has.

Troubleshooting
A HEIC photo from an iPhone is rejected
Only PNG and JPG are accepted here. Run it through HEIC to JPG first, then build the PDF.
Pages came out in the wrong order
Order is taken from the arrangement in the builder, not the filenames. Drag the thumbnails into order before exporting.
The upload is rejected before anything happens
The file is over the 20 MB cap. Compress it first, or split a long PDF into smaller files and process them separately.
