When to use Add Page Numbers
Necessary whenever a document will be printed, filed or referenced by page - court filings, contracts, reports assembled from several sources. Merged PDFs are the common case: the parts each had their own numbering, or none, and the combined file needs one consistent sequence. Number after merging, not before.

Troubleshooting
Numbers overlap existing content
Numbers sit in the page margin. A document with content running to the very edge will collide - re-export the source with a margin.
You wanted numbering to start after the cover
Numbering covers every page from the first. Split the cover off, number the body, then merge them back.
The upload is rejected before anything happens
The file is over the 20 MB cap. Compress it first, or split a long PDF into smaller files and process them separately.
